01 / Pick the right entry point
Three remote-payment tools do different jobs.
Browser virtual terminal
An authorized employee keys one phone or mail order into a provider-hosted page. It suits a staffed office that needs to take payment during a conversation. Because your team receives card details, its computer, phone process and any recordings need attention.
Hosted payment link
The customer enters payment details on a hosted page reached from an invoice, email or text. This can keep card numbers out of a phone conversation, but the merchant still has to verify the provider, protect the link destination and reconcile the payment. A physical retail terminal may support keyed entry, but keying does not turn a remote order into a card-present sale. Ask whether the account is approved for each method and what fee category applies. Some merchants use both a virtual terminal for calls and links for invoices; request a demonstration of the exact tool and permissions included in your quote.
02 / Price the whole workflow
Include gateway and account charges.
This fictional month has $30,000 in card-not-present sales across 300 payments. It is an arithmetic example, not a Payment USA rate or quote. Compare the same sales mix and period in every proposal.

Offer B has the lower headline percentage but costs $25 more in this example. At a different volume or ticket size, the order can reverse. Add any authorization-only charges, monthly minimum, PCI program fee, payment-link fee, token or recurring fee, refund and dispute treatment, and terminal or software cost. A gateway fee may be billed by a separate company. Get all recurring charges and cancellation terms in writing.
A lower percentage may not lower the bill.
Count successful and declined attempts separately if the proposal charges for authorizations. Compare your actual statement, average ticket and seasonal months. The siteβs 2.65% statement-analyzer estimate is not a quote for this MOTO account.
03 / Know the transaction state
Approval is not the same as a completed sale.
- Authorize: ask the issuer to approve an amount. An approval is not a funding promise or proof that the customer agreed to every later charge.
- Capture: submit an approved transaction for settlement after the sale is ready. Ask how long your configured tool allows between authorization and capture.
- Void or reverse: cancel an authorization or unsettled transaction when possible. The exact button and window depend on the gateway and batch state.
- Refund: return funds on a settled sale through the configured refund process. Ask how original processing fees are treated.
Design the office procedure around who can enter a sale, capture it, issue a refund and change a stored token. Reconcile each transaction to an invoice, customer permission and delivery record. A disputed phone order is easier to investigate when staff can find the date, amount, receipt, consent and fulfillment evidence without hunting through email.
04 / Limit card-data exposure
Tokenization helps, but scope depends on the channel.
Use an approved provider feature for repeat billing, with clear customer permission, rather than a spreadsheet of card numbers. A token can represent a card in the providerβs system, but it does not authorize a recurring schedule by itself. PCI SSC says card verification codes may be requested for a specific card-not-present authorization but cannot be stored afterward, even encrypted. Read the PCI SSC rule.
Phone calls
Check whether recordings, transcripts, call notes or help-desk tools can capture card data. PCI SSC specifically warns against retaining verification codes in audio recordings. Train staff on an approved way to pause or suppress recording while payment details are taken.
Browser access
Restrict staff accounts and devices and ask your acquirer which PCI validation applies. SAQ C-VT has narrow eligibility criteria, including a hosted virtual terminal and no electronic cardholder-data storage. Using a virtual terminal does not automatically make your business eligible for that form.
A hosted payment page can reduce what your systems touch, but outsourcing does not erase merchant PCI responsibilities. Ask who is responsible for the page, access, provider oversight and evidence of compliance. Your acquirer or compliance program determines the applicable validation path for your whole environment.
05 / Launch deliberately
Bring a real operating checklist to the quote.

- Monthly volume, average and largest ticket, refunds and disputes
- Recurring terms, delivery timing and any deposits
- Current gateway, invoices, staff roles and settlement bank
Verify before switching
- Which gateway and features the approved account includes
- How customer tokens and consent can be migrated, if permitted
- Staff permissions, test sale, refund and reconciliation
- Funding schedule, support contact and cancellation terms
Do not assume a named accounting, invoicing or gateway product connects to every account. Ask for confirmation of the exact integration and who configures it. Keep the current acceptance path until the new account is approved, staff are trained and a small live transaction can be reconciled. This prevents an avoidable gap in collections.

What is a MOTO merchant account?
MOTO means mail order or telephone order. It is a card-not-present acceptance setup for transactions where the customer does not present a physical card at a terminal. Underwriting, pricing and security scope should reflect the actual channel you use.
Can I use a retail terminal for phone orders?
Some hardware can accept keyed transactions, but the transaction remains card-not-present and may be priced and reviewed differently. Ask whether your account and device are approved for the phone or mail workflow before relying on it.
Is a virtual terminal the same as a payment link?
No. A browser virtual terminal lets an authorized employee enter card details. A hosted link lets the customer enter details on a payment page. Both may support remote sales, but they change who handles the card data and the operational steps.
Can I save a card for recurring charges?
Ask whether an approved tokenization and recurring-billing feature is available, how customer permission is captured and how updates and cancellations work. Never keep a CVV for future charges; PCI DSS prohibits storing it after authorization.
Does outsourcing the payment page remove my PCI obligations?
No. PCI SSC says merchants remain responsible for service-provider oversight and appropriate validation. Your exact assessment path depends on every channel and system in your environment; confirm it with your acquirer or compliance program.
How long does MOTO setup take?
There is no universal activation time. The account review, approved gateway, staff access, security checks and a successful test payment all affect readiness. Ask for milestones and keep your old workflow available until the replacement works.
